Demand management is the missing executive capability
If everything can enter the pipeline, nothing is a strategy.

Most organisations have a PMO. Fewer have a demand function that is allowed to reject, recast, or sequence work before it becomes a project. The result is a portfolio that is a mirror of internal influence, not of enterprise value.
Demand management is not a ticketing system. It is the executive discipline of converting strategy into a finite set of bets, with capacity, risk, and sequencing made visible.
What good looks like
A single intake. A scoring model the EXCO has actually signed. Transparent capacity. And a monthly decision forum that changes the work — kills, delays, or concentrates — rather than noting it.
When this is missing, architecture, cybersecurity, and data teams become order-takers. Technical debt is then described as a surprise.
