Without that, AI spend is R&D theatre. With it, AI becomes a governed production capability.

The sequence that works

Clarify decision rights. Fix the data that those decisions depend on. Put risk and vendor controls around the models that will actually run. Then scale the two or three use cases that move a P&L or citizen outcome — and starve the rest.
